It’s hard to say without a lot more information Cooling. Join #help and ask for help there. Someone in that channel can look at your room and help you figure out what’s going on.

You need to be connected for 120 seconds in the current session before services will allow you to register.

If you require additional help, /join #help and someone there should be able to help you.

It says that I have had to been using my username for at least 120 seconds(I’ve used it for OVER a week.)

For Windows, mIRC, IceChat, and X-Chat 2 seem to be popular. For OSX, Colloquy and X-Chat aqua are the two I hear the most.
