I heard you must be 16 years or older in order to join a GeekShed IRC server. However I read through the TOS and did not see anything that clearly said you had to be 16 or older. So is it true you must be 16 or older?

As far as I know, there is no age rule for just connecting.
Only age-related thing the ToS has: You may not attempt to exchange a Private Message with a minor (someone under 18)

Additionally each channel may have age restrictions on being a mod in their channel, but that's completely unrelated to the ToS.

No, there is no age limit to CONNECT to the network. Although:

Creating a Hostile Environment for Minors:
You may not attempt to exchange a Private Message with a minor. A minor is defined as a child under the age of 18.
You may not share personal information with a minor.
You may not share sexually explicit material with a minor.
