GeekShed.Net IRC Network

Can someone tell me why this is allowed to happen? The person doing the ghosting isn't now nor has he ever been in this channel (to my knowledge) let alone been authorized to kick random users looking for help. Running a network wide ghosting script to effectively /kill users who inadvertantly use a registered nick instead of letting them go unidentified as happens with any other registered nick seems a little over the top to me.
