BNC Usage Management

While talking with a member of EFNet's staff/a server admin, while trying to get an exception setup for IPs of a BNC service, found out that they would try and contact us first to resolve any problems before they took action on their end. Maybe something like that could be done here where if exceptions are set then contact info is gathered from the admin of that service so if a problem arises they can be contacted before the network staff takes direct action against an account.

We run services. There's little reason to use a BNC - especially when it causes 8+ users to use the same IP. You were warned about the repercussions of this and, as far as I can see, they have come out due to one of your users.
